To open your account you need to meet the following requirements:

You must be an Australian resident, or an Australian citizen.
You must have an Australian residential address.
What you will need:
A variety of sources are used to verify your identity online. You will need to provide 3 of the following identification sources:
Australian Passport.
Australian Driver's Licence.
Australian Electoral Roll (Your full name and residential address).
White Pages (Your Australian landline phone number).
Also you need to provide your tax file number or a valid exemption (optional).
